I recommend using the Titan Chain Tarp Tie-Down Straps # TCTS31 and # TCTS21 for your storage bins. These straps use a vulcanized rubber which will handle getting wet much better than a regular bungee cord. It will also hold the plastic in place much better.

For holding a tarp at 36 inches length, I'd recommend using a bungee that is shorter, but many don't give confirmed stretch lengths. Using bungee cords, chain tensioners or rubber adjusters isn't a requirement but certainly recommended. Rubber adjusters such as # PW99, # PW100 will make it easier to fit and tighten snow chains like the Glacier snow chains # PW2028C you referenced.

They come with a 90 day warranty and I haven't heard of any cracks or breaks with them. They have a woven material to help with the initial UV ray impact so the rubber isn't directly impacted.
